False, the video is faked, you can find lots of videos with people replicating it and not working.
The original probably dumped a glow stick in the dew. Notice they never drank the dew to show you before adding stuff to it.
Negatory, more or less Mountain Dew possesses the same chemicals with different colorings and flavorings as every other soda. There's nothing whatsoever about this reaction what would cause it to flouresce. Any video you see of this is a hoax either through video editing or adding a glow solution.
